RESUME
National forest inventory in the Czech republic

The work on the programme of the National Forest Inventory has started in the Czech Republic in 1994. In 1997, the data from the pilot project were processed and on the results of their analysis an output was prepared to document possibilities of methods applied to the forest inventory. At present, the implementation of the National Forest Inventory programme is the matter of political and economic decision of pertinent administrative bodies. The survey is supposed to start in 2001.
Forest management based on statistical operational inventory

Ecosystem, nature-close management of forests, which apart from timber production aims at other goals, results in the change in management procedures and at the same time the change in the scope and contents of data required for management. Also in these conditions the forest management remains the major source of information. Foible of the present system of forest management in the CR is represented by forest inventory, i.e. determination of forest conditions within the framework of designing the forest management plan. Inventory methods have not changed for many decades and they lag behind current needs both in data preciseness and structure. An alternative procedure of forest management HUL that would solve some weak features of the current system and could be adapted to application in forest well structured vertically and horizontally has to stem from the assignment formulated by a user in respecting the forest law. This applies both to the scope and detail of the collected data and the level they are designed for. A user sets the detail of the gathered data at the same time. Elaboration of an alternative procedure of forest management is based both on requirements of the user of the forest management data and on the experience acquired by using current procedures, foreign knowledge in the field and experience with methods of statistical inventory gained within the National Forest Inventory programme.
Forest Functions in Forest Management Planning

Foundation of forest functions in forest management planning belongs to many long-term issues of the Czech forestry. Polyfunctional importance of forest for the society (production, ecologically stabilising, hydrological, soil protecting, recreational, hygienic and health) cannot be reduced. Forest functionalities, as they are set forth by the current Czech forestry legislation (forest categorisation) not only is rather outdated (e.g." prodution forest") but namely does not enable to identify unambiguous functionality at the level of general planning (differentiation of management sets of stands) and so it restricts possibilities of database processing. Therefore the author designed an open system of functional characterisation of forests, in which the identified spectrum of potential and declared functions can be involved into the system of management sets creation and methods of management can be integrated.
