Challenges to Forest Education in a Chabging social and Academic Environment

On the opportunity of the 150th aniversary of forestry academic education in the Chzech lands the author presents his opinion on the relation of the society to forests, future of forestry and based on these on requirements for forestry education. Inter alia, he notes forestry engineers have to be in a adequate position in the society and shall be able to determine actual and potential benefits from forests and, at the same time, to determine ecological limits to such uses. They should be able to analyse competing as well as complementary interests and to explain alternative strategies to the forest owners. They should know how to assess not only the value but also the costs of various goods and services and financial implications of their availability. These tasks demand economic thinking, knowledge of arbitration procedures in order to find consensus, and understanding of the legal framework in which to act.

Forestry education offers a balance between biological, technical, and social sciences. Therefore the academic education requires strong foundations in economics and social sciences. The reason is simple: issues linked to forestry are issues of and among people, of optimising scarce resources and of social equity. They result from the contradictory interests and values that determine sources utilisation and from different perception of the rights and opportunities of our generation in view of generations following us. To put it bluntly: it is not forests that have problems. Forests do not have problems. It is society, which creates problems, and it is society, which must solve them.

The role of forester in fighting wind and snow breaks

Based on knowledge of wind and snow calamities which hit beech forests of Bílé Karpaty in the nineties the author analyses mistakes the foresters had done in regeneration of those stands, he seeks for possible remedy and assesses the economic loss. He concludes besides other it is necessary to stabilise an excellent forester for a long time at one place so taht he could learn the forest perfectly, would not make mistakes and could achieve life satisfaction even when working at a lower social position, and spenging a half of his life in rubber boots. An everyday forester’s presence in forest and ensuing control guarantees a responsible management of a nature-close forest. There where there are no erudite personalities to fulfill the tasks economic bankruptcy - calamities occur.

Transformation and Harmonisation of Forestry Standards

The article deals with the transformation and the harmonization of forestry technical standards in the Czech Republic since the the law No 142/1999 Coll..(allowing the assumption of European Standards into Czech standards) come into power up to the current legislation in force (Act No 71/2000 Coll.). A list of technical standards in forestry is used to bring attention to changes performed with regard for changing acts and requirements of others rules for the technical standardization. The article notes the most important failures connected with modification of provisions and requirements of particular standards. The basic information which should help to users of national (CSN) and/or Europeans standards (CSN EN) are included as well.
